TWINKLE PRODUCTION LINES RUNNING AT 29% CAPACITY DESPITE ALL EFFORTS TO INCREASE. SPOT CHECKS ON DRIVES SHOW AVG SEEK TIMES IN 120-140 MILLISECOND RANGE WITH NO CLEAR INDICATION WHY WE ARE NOT STABLE AT SPECS.
