Ever since the City Lord of Raging Waves City handed Wang Ce the job of establishing the Raging Waves Guard three years ago, he had been bothered by the issue of Creation Master resources.1

He also learned that Sky City only needed Law Source Crystals but not Radiance dollars or any other precious resources. This was unsurprising as Indigo Azure City was a large level below Raging Waves City and would not be able to afford resources that Raging Waves City could not afford.

Hence, Wang Ce immediately took the initiative to make Lin Yuan's acquaintance.

Lin Yuan guessed what Wang Ce was thinking. This was why he mentioned Sky City working with Indigo Azure City and Ascending Dragon City. He wanted Wang Ce to know that if Raging Waves City was willing, they could also work with Sky City.
