Thirdly, all living beings must obey.

When the the Law of All Things reaches a perfect balance and possesses the will, it can restrain and suppress all living beings. All living beings must live within these laws, and this is a cage, an unbreakable cage, thus it can be called a "heaven" dao, a supreme dao. If when the Heavenly Dao was born, all living beings are extremely strong, not under their jurisdiction, how can they be called "Heavenly Dao"?
